Owner/President – Leonard C. Bullard, Jr. PE – Len founded Bullard Company in 1981 as an industrial mechanical contractor. His formal education includes a Bachelor of Science Degree in Mechanical Engineering from MSU (1968) and an MBA from The University of Toledo (1985). Prior to founding Bullard Company, Len worked as a field engineer for Turner Construction (Los Angeles) and as a Project Manager for Lathrop Corporation (Toledo). He maintains Professional Engineering Licenses in both Ohio and Michigan and is affiliated with the NSPE. It is Len’s experience as a contractor which enabled him to make advancements in Modular Pipe System Technology (MPST). These advancements provide for simpler, labor-saving installation methods. Under Len’s leadership, Bullard Company has become the oldest mechanical contractor in Northwest Ohio (prior to our move to Ottawa Lake). The total value of Bullard Company’s construction/fabrication services over its lifetime is estimated at one quarter of a billion dollars.

Senior Project Engineer – Leonard C. Bullard III – Len Bullard’s son, Lenny is being groomed to lead Bullard Company in the 21st century. A 2001 graduate of Ohio State University in Civil Engineering, Lenny joined Bullard Company in 2003 after working as a Project Engineer for Bostleman Construction Managers (Toledo).  Len III was the Project Manager for all of the ADM Projects and continues to oversee major fabrication and field construction projects.   He is an innovative designer and a proven project manager.

Fabrication Sales and Production Manager – Rick Vollmar – Rick was hired by Bullard Company in early 2007 after his previous employer of 17 years, Green Manufacturing (Bowling Green, OH) closed unexpectedly. Rick was the General Manager of the Ag Access Division at Green for 10 years. Along with Rick, Bullard Company hired all of his key staff, top fabrication technicians and floor leaders. Rick's experience included inside sales, marketing, design and production. He developed quoting programs and a product catalogue. Almost all of Green’s former outside sales reps and distributors agreed to stay with Rick when he joined Bullard Company. In just 9 months with Bullard Company, Rick’s “group” brought in $1 million in sales. Rick has also developed quality control procedures and set up software to track orders, material purchases and labor hours. At Bullard Company, Rick is involved in all aspects of our business with management responsibilities in sales, marketing, design, quality, safety and production.

Personnel Director – Robert Edwards – Bob joined Bullard Company as an apprentice welder in 1981.  Shortly afterwards, Bob became a certified welder and was later promoted to Job Foreman in 1987.  In just three years, Bob was selected as our Field Supervisor.  His responsibilities included hiring, training, employee education and safety administration.  He now functions as a Personnel Director for all wage-compensated employees.  Bob is responsible for finding and developing qualified technicians and managing all labor-related issues.  As a safety administrator, Bob determines  training schedules, selects topics and hires instructors.  And for the last 14 years, Bob also functions as an superb "fill-in" Mechanical Construction Project Manager.

Shop Production Manager – Richard Green – Rich manages all aspects of both custom fabrication and assembly fabrication. Rich’s primary function is to create an efficient and safe welding environment where shop labor hours match or better the allotted hours estimated for each project.  Rich makes sure each project is properly fabricated, that parts to be assembled fit - and that craftsmanship meets or exceeds company standards. Rich trains new employees in shop safety, welding, material handling and tool usage. Other responsibilities include inspection of materials and safety qualification checks of shop equipment. Hired by Bullard Company in 1994 as a laborer, Rich was soon offered an opportunity to participate in a Bullard Company Millwright/Pipefitter Apprenticeship class. After earning his journeyman’s license in 2001, Rich was quickly promoted to Job Foreman. In 2007, Rich became the first Shop Production Manager at our new fabrication facility in Ottawa Lake, MI.

Marketing Director – Jim Rakestraw – In 2004, Jim became Bullard Company’s first Marketing Director with responsibilities that include public writing, sales literature, website content, website images and website video. He created and manages a Targeted Contact Development Program (TCDP) utilizing e-mails and direct phone calls for establishing relationships from VP’s, Project Engineering Managers and Senior Procurement Managers across the country. This information gathering system utilizes customized CRM software. The (TCDP) program develops general vendor and construction contracts with major clients, provides new quotation opportunities for our outside sales efforts and typically initiates direct sales – still the source of most of our business. Jim joined Bullard Company in 1990 as a commission- based salesman with a background in fabrication sales. His formal education includes a BA in Biology from The College of Wooster (1977).
